Analog To Digital Transition for Wireless Telephone Service...Will You Be Affected?

ARLINGTON, VA. - Over a million cell phone users could potentially lose access to 9-1-1 on February 19, 2008. AT&T Mobility, Alltel, Cellular One, Dobson, US Cellular and Verizon Wireless and some other cellular providers have received Federal Communications Commission approval to turn off their analog networks. You will not be affected if you describe to SprintNextel or T-Mobile.
This is a particular important issue for people who have received older cellular phones from Donated Phone Programs. Many of these phones require the analog networks and recipients may not be able to contact 9-1-1 after the February cut-off date.
You will not be affected if you have a digital phone. You can tell if you have a digital phone if it has any of these capabilities:
- text or instant messaging
- Internet browsing
- MP3 player or integrated camera
- SIM card
Most cell phones that are over 5 years old are analog and service may be discontinued.
The National Emergency Number Association (NENA) suggests that if you cannot tell if your phone will be affected by this change, you should take it to any local cellular phone retail location for assistance. They should be able to determine if a cellular phone is analog or digital.
If you are affected by this discontinuation of service, you may want to contact the Donated Phone Program that issued your phone.

Time to Treat for Fire Ants Since the recent rains, there have been more and more fire ant mounds popping up in landscapes. Beware of the Two-Spotted Spider Mites The two-spotted spider mite is a common pest of many landscape and nursery plants. Adult two-spotted spider mites are small, arachnids with dark spots on each side of their bodies. They feed on the phloem on the underside of foliage, causing a speckled appearance. The plant nutrients allow these mites to multiply rapidly, resulting in heavy infestations. These large populations even cause dehydration and death to the plant. Learn more
Paper Wasp Nests Are Popping Up As the temperature warms, we will begin to see paper wasps actively constructing nests. Adult paper wasps are 3/4 to 1 inches in length and have a long, slender, narrow-waist. There are two species of paper wasps, Polistes exclamans which is brown with yellow markings on the head, thorax and bands on the abdomen and Polistes carolina which is a uniform reddish-brown, both having smoky colored wings. They are most commonly noticed flying during the day in search of food. Learn more
Watch Out for Spring Cankerworms The spring cankerworm, Paleacrata vernata (Peck), is in the family Geometridae. They are often called inchworms, since they move by forming a loop with the middle part of the body and then extend the front part of the body straight out. They are also about an inch in length and have longitudinal stripes of green, brown and yellow that allows for them to easily blend in with tree branches. They also have two pairs of prolegs on their abdomens. Learn more

Clarify Watering Restrictions
Dear HOA Presidents:
Some of you have noticed conflicting information has been provided regarding the lifting of water restrictions in Richardson. More specifically, this month's Richardson Today newsletter noted that all water restrictions had been lifted while a previous email to you as an HOA leader mentioned that the time of day watering restriction was still in place.
To clarify ...
On July 9, 2007 the Richardson City Council discussed the lifting of all watering restrictions by North Texas Municipal Water District and previewed a series of preliminary recommendations from the District for conserving water in the future. During their deliberation, the City Council authorized withdrawing from Stage 3 and returning to Stage 1 of our Emergency Water Management plan thereby lifting our local mandatory water restrictions. The City Council also expressed strong support for one of the District's preliminary conservation recommendations which was to place an ongoing restriction on time of day watering. Since the NTMWD's conservation recommendations were preliminary in nature, at that point in time, a specific restriction on time of day watering was not implemented. Therefore there are no current restrictions on watering in Richardson.
On Monday, July 30 the NTMWD provided their final conservation recommendations to Member Cities. These recommendations will be brought forward to the City Council during a futureWork sessionn and discussed in the context of establishing an ongoing water conservation plan. A time of day watering restriction is recommended by the NTMWD among other recommendations for conserving water.
We regret the confusion caused by the differing information and hope that this additional information clarifies the issue.
